Gary Debus
General ManagerGary Debus is the General Manager for Sterling Ranch and responsible for overseeing its’ administration. Gary has a remarkable 30-year career that combines his passion for ranching and leading organizations, most notably as CEO and Community Manager for the Highlands Ranch Community Association. During his tenure, Gary led the organization in the acquisition and management of 7,500 acres of open space, constructing and managing first-class community facilities, and developing a quality of life that has earned Highlands Ranch many national rankings of the best places to live. Gary has a Bachelor of Science Degree in Mining Engineering from the Colorado School of Mines. When he’s not at Sterling Ranch, he spends time at Walking R Ranch with the love of his life, Roberta, his blue heeler, American Quarter Horses, and Black Angus cattle.

Cameron Richards
General CounselCameron serves as General Counsel to the Sterling Ranch Community Authority Board and the composite Sterling Ranch Colorado Metropolitan Districts. His work focuses on public infrastructure construction and development, governmental and administrative compliance, public financing, and public contracting. Cameron is committed to growing and building thriving communities and has worked in special district focused legal services since 2016. Outside of Sterling Ranch, Cameron’s passion is working with at-risk children. This passion was cultivated during his time guiding, leading, planning, and managing adventure travel, wilderness education, leadership development, and community service programs for children between the ages of 8 and 18. From that work, Cameron saw the impact of intervention and opportunity on a child and is committed to helping the most disadvantaged receive the care and resources they need to grow and thrive. Cameron currently serves as Chairman of the Board for the Tennyson Center for Children and was the former president of the Denver Children’s Foundation. He earned his Juris Doctorate from the University of Denver, Sturm College of Law, and a Bachelor of Arts degree from Ohio Wesleyan University.

Kaylin Hicks
District AdminsitratorAs our CAB District Administrator, Kaylin serves in a key leadership role for the Sterling Ranch Metropolitan Districts (MDs) and the Community Authority Board (CAB), performing a variety of complex paralegal, administrative, professional, technical, managerial and leadership duties. She enjoys organizing, planning, and streamlining projects to ensure they are successfully completed. Prior to her career in legal administration, Kaylin began her career in event management after graduating with a bachelor’s degree from Metropolitan State University. She worked internationally for companies such as Red Robin, Noodles & Company, Valen Analytics, Tealium, ServiceNow and Lundbeck Pharmaceuticals. When Kaylin isn’t working at Sterling Ranch, Kaylin enjoys spending time with her family and is busy with her husband leading a marriage enrichment program at her church.
